Emergency Management
Hurricane season runs from approximately June 1 through November 20, but as demonstrated by the 2005 season (including Hurricane Katrina) this time frame can vary. For New Jersey, the peak time for hurricanes and tropical storms runs from mid-August through the end of October.
The New Jersey and Waterford Township Offices of Emergency Management recommends the following readiness steps:
•“Get a Kit” of emergency supplies – the items that will help you stay self-sufficient for up to three days (72 hours), if needed.
•“Make a Plan” for what you and your family will do during an emergency – this includes knowing how to evacuate and how to Shelter-in-Place.
•“Stay Informed” of possible threats – especially during Hurricane Season. Tune into your local media outlets for the latest breaking weather news. In the event of an emergency a battery powered radio is a great tool.
Additional information on the hurricane season is available at: http://www.ready.nj.gov/plan/hurricane-before.html.
Waterford Township Office of Emergency Management is looking to reestablish our Local Emergency Planning Committee (LEPC). Waterford Township Office of Emergency Management is looking to reestablish our Local Emergency Planning Committee (LEPC). The LEPC is the group of community emergency responders, elected officials, school officials, and business representatives.
The LEPC is tasked with the following: creating the municipal Emergency Operations Plan (EOP), maintaining the CERT program and working with municipal departments with COOP.
The EOP is designed to be the guidelines for all personnel operating at either a disaster or large incident. The plan also gives direction for available resources within the municipality and also other local NGO resources available or contracted. The actual EOP is made up of a Basic Plan and 15 different operational annexes. The Basic Plan is the basic description of the community; i.e. the population, geographical description, and assets. Each annex is a specific function; currently there are fifteen, which are listed below:
1. Alert, Warning, & Communications
2. Damage Assessment
3. Emergency Medical
4. Emergency Operations Center (EOC)
5. Public Information
6. Evacuation
7. Fire & Rescue
8. Hazardous Materials
9. Law Enforcement
10. Public Health
11. Public Works
12. Radiological Protection
13. Resource Management
14. Shelter
15. Social Services
The CERT is a group of trained personnel, which can be assembled and used for several activities emergent and non emergent.
Municipal departments are going to be tasked with creating Continuity of Operation Planning (COOP). This would include how to set up a back up location; including what type of equipment and location would be needed.
LEPC members are required to have a vested interest in the community and knowledge of the workings of the municipality; a background in one of the above categories is helpful (but not required). The LEPC is to meet at a minimal of four times a year or more as needed.
The LEPC will initially tasked with:
1. Updating the current EOP
2. Establishing the EOC (which does not exist currently)
